European regulators and carriers today struck a deal to impose caps for both voice and data roaming as well as a plan to enable users to switch operators when calling abroad. Onerous roaming charges have long been a headache for users in Europe, of course, due largely to the fact that there are so many carriers in the mix. But the new agreement may go into effect this summer and promises to lower prices for everything from voice calls to surfing the mobile web to exchanging texts. By minimizing both the consumer costs and the lack of transparency when roaming, the new agreement is likely to spur mobile usage by users as they move from market to market.
