I think Verizon has been a lot of talk and little action when it comes to opening its network to third-party apps, but the nation’s largest mobile carrier is beginning to grasp the importance of courting developers. Verizon will unveil a new developer program later this month in San Jose and will give some developers access to billing and location information, both of which can be huge tools for app creators.
