Filipino operator Smart Communications has had to delay the commercial launch of its mobile TV service, due to arrive on August 31st. The reason is that regulators have not yet finalized rules for the new service offering — the National Telecommunications Commission (NTC) was hurrying to get them finished but has apparently failed.
