Japanese ISP eAccess has announced plans to start a subsidiary named Cultive which will form a fund to invest in mobile content, mobile technology, and other Internet related venture companies which have the potential to collaborate with eAccess. The fund is planned to be for 3 billion yen (US$25.6 million) of which eAccess will provide a third.
