Sakshat Negotiating For Science Journal Content

The Hindustan Times reports that the the Ministry of Human Resource Development is negotiating with a science journal consortia for access to research papers from EBSCO Enterprises and Ggate and others for their educational portal Sakshat. However, they have offered only Rs.25-30 crore, as opposed to the usual national license fee of around Rs.100 crore. I think they’re better off first digitizing all the Indian content they can easily acquire, and making that available via the portal, and improving the portals usability.
I just checked, and it seems that they’ve already given access to EBSCO. There are some video lectures for class XII students too. It all requires registration and I’m waiting for my password to be mailed to me. Let’s see.
Update: EBSCO isn’t working. The message:
