Asia Media Daily has a piece on the Hong Kong government’s plan to launch a public consultation to study several issues raised by mobile TV, and the preparations of carriers and broadcasters to lobby that consultation. One of the issues under consideration is spectrum — “The government may issue a mobile television service licence, a government source said. It will be issued to those who need the new spectrum to deploy the service.” Naturally, the operators are saying that they are the most suited to offer mobile TV and the broadcasters can work through them, while the broadcasters argue that they can offer mobile TV over the spectrum they already have, obviating the need for new licenses, and the carriers can partner with them. One anonymous source said any new licenses will be technology neutral — but that’s a bit misleading since it has to cover a spectrum, and different spectrum works better for different technologies.
