The Indian Railways wants some spectrum to be allocated for its communication needs. The Railways has been allocated eight “pairs” by the Wireless Planninc Commission for its GSM-R equipment, but wants 13 pairs. They’re also negotiating the licence fees since it won’t be using the spectrum for commercial purposes. (source: The Hindu) Earlier, Cable TV Operators had also demanded spectrum for wireless services, though they were turned down.
