Online TV Regulation Rules in EU To Exclude Video Blogs

Thanks for these small mercies: EU rules on regulating online audiovisual content will exclude non-TV like programs such as video blogs, EU Information Society and Media Commissioner Viviane Reding. “It will cover services under the editorial responsibility of media services providers, the principal purpose of which is the provision of programmes with moving images, with or without sound, to inform, entertain or educate,” Reding said…in short, TV or TV-like services.
If this is not worded or defined carefully, I bet this loophole would be easy to exploit…after all, where does a TV program end and video blog start?
