The gridlock at the FCC sholuld start to ease up with the confirmation of fifth commissioner — and third Republican — Robert McDowell. While the 2-2 commission might have been appealing in some ways to Democrats, now back in the minority, it’s been frustrating for those with matters pending. Those matters include media ownership rules, digital spectrum and Time Warner-Comcast acquisition of Adelphia; also, Qualcomm’s MediaFLO is waiting for a ruling on adjacent interference.
