The European Cable Communications Association (ECCA) has urged the EU Commission to further harmonize national copyright clearance regimes, and it also wants licensing organizations to compete…ECCA states fragmented copyright clearance issues are hampering things such as VOD.
ECCA’s first key recommendation is for “All-Rights-Included” packages. ECCA favours a system where cable operators can buy directly from the broadcasters all the necessary copyrights to distribute fully cleared content packages to the public. Its second recommendation is “Central Licensing” meaning broadcasters and content providers should have the opportunity to clear all their relevant rights at an organisation of their choice at European level.
The reports/study which promote this issues, from ECCA: (PDF link) Economic Impact of Copyright for Cable Operators in Europe: How revising the rights clearance system can contribute to economic development and to the emergence of innovative digital and pan-European services.
