Draft House Bill Could Deter Mobile Content Walled Gardens?

This might be a slight stretch of an interpretation, but somethign to watch out for: A draft telecom reform bill released by the House Commerce Committee leadership Thursday would prohibit carriers–including wireless operators–from limiting access to content and applications, which would make it difficult for carriers to wall off certain content from their networks. The House draft, seen as an important first step, replaces the distinction between telecommunications and information services with broadband Internet transmission service-BITS-providers. Till now, a telecom services provider could not block content, but an information services provider could.
Does that mean that the walled gardens of operators might become a thing of the past and off-deck content will finally become a reality?
