The Economic Times: As urban markets get saturated, mobile operators and handset makers are increasingly targeting small towns and rural markets where mobile phone penetration is very low. The numbers vary from as low as 1% in certain areas to an average 4-6% as against the over-20% penetration seen in the urban areas.
