Apparently the last two years have been difficult for European mobile content providers, although I haven’t heard anything about it. “Under the current FSA interpretation of the e-money legislation, prepaid airtime is viewed as e-money for anything not delivered and consumed on a phone, for which operators would need to apply for a license. Operators have therefore required content providers to cease taking payments for content and goods via reverse-billed SMS, holding back several large media owners from launching services.” The Financial Services Authority has now been given permission to reverse its position, and Vodafone is already contacting content providers with the good news…
