In addition to thinking about releasing more spectrum, British communications regulator Ofcom is considering relaxing the requirements it laid out when auctioning off 3G licences. “Mobile phone operators such as mmO2, which has almost 14 million customers in Britain, have urged Ofcom to be more flexible about rules that demand that high-speed 3G networks cover 80 per cent of the population by the end of 2007.”
I don’t know whether this is a good thing or a bad thing. If it comes about less people will have access to 3G services, but telcos will be more likely to survive and have more flexibility to offer new services to those customers it already covers.
