It is unworkable because it places the onus on a single company (a big company, but one company nonetheless) to classify all content on the mobile Internet, a task which Vodafone already admits it cannot accomplish even within its own guidelines! It is troubling for exactly the same reasons: it places the access provider in the role of content policeman � a role which, incidentally, ISPs across the world have been trying to avoid for years, because they realise it is hugely problematic.”
