The number of paying music downloaders doubled in the first half of 2003, according to Ipsos-Insight. It estimates that roughly 10 million Americans — or 16 percent — paid to download music or MP3 files off the Internet, while only 8 percent paid during the fourth quarter of 2002 and 13 percent paid in the first quarter of 2003
