ISPs Poised To Slow Bandwidth Hogs

ISPs are preparing a series of measures to control the amount of bandwidth people can use as networks are besieged by rampant use of P2P services that clog up bandwidth.

Cox Communications is implementing a new, tiered pricing system: the hardcore user–who downloads movie or music files–will be paying $79.95 to $89.95; and the modest user–who logs on for e-mail or light web surfing–$24.95 to $29.95. Cox said it has rolled out this plan in a few select markets, with further expansion in 2004.

I have already said before that it won’t work in U.S.
