That’s the question to be raised by the Digital Content Forum (a limp and useless quasi-govt body the likes of which are aplenty in UK and Europe: for instance the Broadband Stakeholders Group and another unnamed EU body) in a govt. panel on Nov 17. There are fears that having digital material available in libraries may cause problems with viability of some companies, which charge a subscription to view publications.
