Thomas, the article states: "The owners of platforms like YouTube should be forced to make it harder to upload as well as watch such videos. 'For example, all users will have to register with their full address and federal ID number first'."

Emphasize added, but it's pretty clear that this doesn't just target uploaders.

Where did you find the info on mandatory registration for casual video watching? The article you link to quotes the CDU youth branch's demand for tighter controls on uploads of videos considered violent and/or advocating hate. There is no word of general registration for casual users/consumers of video platforms.
