        Isn&#039;t this a bit like forcing carjackers to obey the seat belt laws? Honestly, if a dude is robbing a bank, what are the odds he&#039;s going to obey a cell phone ban? And how involved are these conversations between lookouts and robbers? I would think the robber could leave the phone on vibrate and start when he gets a buzz from his lookout.
