I think twimailer.com was sold on sitepoint a couple of days ago so any problems may be temporary.

I am actually using http://www.topify.com which is actually better than what you describe above. It is doing all of that. And more.

I just tried out using TwiMailer on my webtop. One useful tool that I’d like to see in this tool would be to incorporate into the email message whether I’m already following that particular follower. Then I don’t need to click “Follow” to see if they are following me once I land on Twitter.
