Found this online app (no downloading software required) at: http://gui.picresize.com/picresize2/

You can upload an image, resize, crop, rotate, no need to keep the aspect ratio of the original graphic... but you can&#039;t layer graphics or add text.

Thank you for any suggestions for a Photoshop online alternative.]]></description>
