Found this online app (no downloading software required) at: http://gui.picresize.com/picresize2/

You can upload an image, resize, crop, rotate, no need to keep the aspect ratio of the original graphic… but you can’t layer graphics or add text.

Thank you for any suggestions for a Photoshop online alternative.
