The link you provided only talks about wifi in Amtrak’s ClubAcela rooms, which are their executive lounges in the stations.

I wish Amtrak had wifi. I spent 5 hours on an Amtrak train today as a matter of fact. Would have been nice to be online some of that time. At least I had a power outlet!
