Trolls and meanies will often abuse the reporting mechanisms to try to get someone banned (by filing false DMCAs for example). They also try to get away with obeying the letter of the guidelines but breaking the spirit or intent of the guidelines. "Dropping docs" is a popular phrase and means to publish personal information off the site, like on an unregulated wiki.
