Serious consideration must be taken for short lived or toxic PV cells no matter how efficient, in comparison to Solar/ Thermal systems. The obvious advantage of using heat and turbines is in clean, trusted and well known technologies with predictable life-spans, realistic repair or replace schedules and over-all reliability. Solar energy will never even approach the pollution levels of fossil fuels or nuclear installations, but to throw caution to the wind is unwise, and full consideration for the most Eco-friendly methods must be given. G d help us we must be careful not to make a worse mess than we are in!

Not that solar technology isn't green.

But I think the report highlights something.

People are in a mindset where health and the environment are issues exclusively related to energy, carbon footprint, and exhaust.

Solar doesn't burn fuel, so it has an excellent report card there, but we need to have a broader concept of "green" to include a broader range of issues and toxins.
