&lt;p&gt;“I’m seeing it with my own eyes ? it’s really having a good effect on our local economy, particularly in these hard times,” said Edward J. Regan, the assistant general manager for strategic planning at Gainesville Regional Utilities in Florida.&lt;/p&gt;
