For that matter I&#039;m not convinced that there is an urgent the need for two way.  Old fashioned one way pagers should get us 90% of the way there.  The other problem with these broadband solutions is the lack of universality.  Only about 50% of Americans have broadband and a hodgepodge of heterogeneous networks will just not get the job done.  The utilities need to build their own very low speed networks.&lt;/p&gt;]]></description>
