An important point to note is that the City is not really taking a big risk by working with Recurrent Energy. As in traditionally financed energy projects, most of the project capital will come from a large bank like Morgan Stanley. The City is not at risk because the bank is next in line to &quot;step in&quot; and operate the system under the terms of the existing PPA.&lt;/p&gt;
