An important point to note is that the City is not really taking a big risk by working with Recurrent Energy. As in traditionally financed energy projects, most of the project capital will come from a large bank like Morgan Stanley. The City is not at risk because the bank is next in line to “step in” and operate the system under the terms of the existing PPA.
