		<description><![CDATA[&lt;p&gt;With regards to &quot;closet carbon&quot;, wouldn&#039;t the photovoltaic companies have to buy the fossil energy from a company that is getting charged, so that they are being charged for any fossil fuel energy they use?&lt;/p&gt;

&lt;p&gt;Same with the farmers who buy the petrochemicals.  The cost of petrochemicals will go up reflecting the new cost of carbon.  These costs will be based throughout the supply chain.&lt;/p&gt;

&lt;p&gt;What I am more worried about under this cap and trade system is how the permits get allocated.  I believe I read where the coal companies will get their allocation for free.&lt;/p&gt;

&lt;p&gt;I am also curious how they handle non-fossil fuel emissions like methane from livestock and garbage dumps.  And how they will handle carbon sequestering of coal, and what kind of credits you will get for planting trees.&lt;/p&gt;]]></description>
