		<description><![CDATA[&lt;p&gt;Is that spending number right?  $6 Billion for 71 Million barrels (@42 gallons/barrel) gives $2/gal (or $84/barrel).  That&#039;s pretty good given how high prices spiked in 2008.  Why would they want SAIC to develop a $3/gal algae fuel if they&#039;re paying $2/gal now?  I can understand if they expect it to increase in the future or do not want to use a foreign-controlled fuel source (the military is active in getting off of petroleum fuel products).  But why would they make the award to produce a $3/gal fuel product?&lt;/p&gt;
