That being said, legislation is needed to ensure that all states are reducing energy for the best welfare of the Nation. Climate legislation which requires all states to meet minimum building energy standard is not asking too much but rather is long overdue. Furthermore, legislation can encourage adoption of new energy saving technologies that exist today.&lt;/p&gt;]]></description>
