		<description><![CDATA[&lt;p&gt;I had an idea on how to create an incentive for people to recycle. It would involve private industry such as beer and beverage companies. Instead of spending all the money on lawyers to fight the bottle laws create a lottery using the UPC code on the containers as the lottery ticket. Anything that has a UPC code could be used as a lottery ticket. and when placed in a recycling bin you could win a small prize such as a hamburger at McDonald&#039;s  candy bar or other small prize. Also every year 4 prices such as a ticket to a playoff event would be awarded. I think it would be quite possibile with the help of private industry and the imagination of people to accomplish some thing like this.&lt;/p&gt;]]></description>
