		<description><![CDATA[&lt;p&gt;Earth to electric consumers! Earth to electric consumers!  Any new power plant, whether from solar, coal, nukes or hamsters, is going to cost way more than the incumbent mess of 40-50 year old coal and nuke plants gasping along and being assessed only fuel and labor charges.  And that cost will, or should, show up in the rate base.&lt;/p&gt;

&lt;p&gt;It is totally unrealistic for people to expect that electricity will be any cheaper in the future now that the reality of environmental and resource externalities is catching up with us.  The days of building ANY power plants for $1-2/watt went out with fins on Cadillacs.  And the knuckleheads who bray that solar is &quot;too cheap to meter&quot; because the sun is free is just as bad as the nuclear power knuckleheads.&lt;/p&gt;

&lt;p&gt;I&#039;d rather see Duke make money from solar than coal. Or do you think you should buy a 2010 Prius for the same price as a 1970 Valiant?&lt;/p&gt;]]></description>
