		<description><![CDATA[&lt;p&gt;That last paragraph really captures the reality of the depressingly slow and fragile progress being made on climate change policy.  Its happening, just very slowly and there are numerous compromises to be made and potential pitfalls to be had.&lt;/p&gt;
