Did the CPUC allow the reselling of kWh or not? This is not clearly stated and it&#039;s absolutely crucial. The archaic rule that disallows the reselling of kWh absolutely has to be stricken from the books. 

Someone please explain whether this was done, and of not, why not?]]></description>
