		<description><![CDATA[&lt;p&gt;I can see these so called hydrinos possibly occuring briefly while in  confinement using casimir force - Poulder and others theorized that hydrogen in proximity to metal plates experiences this force and Black Light&#039;s special nickel must be forming these confinement areas at the atomic scale. One theory suggests that vacum flucuations are responsible for all atomic energy and electron ground states. Reducing these fluctuations could reduce the ground state.&lt;/p&gt;]]></description>
