are reluctant to make improvements in energy efficiency now.&lt;/p&gt;

&lt;p&gt;The contuation of Sec. 179 and rebates and incentives from utility companies can and does drive the after tax ROI to less than two years. Add in soft costs such as longer life for motors and lighting and the savings are even greater.&lt;/p&gt;
