&lt;p&gt;The local power utility has had a lot of technical dificulties running its power system. When the fuel prices went up the prices were subsidized by the Government. That has ended. The locals are paying $500-600 for power, when they are being conservative. I think it costs $.35-$.47/KW-hr.&lt;/p&gt;

&lt;p&gt;I was on island 4-months ago and nobody was selling solar panels to homeowners. At least it wasn&#039;t in the yellow pages or newspapers.&lt;/p&gt;
