Yes, those controls impact how accounting is done within the company. I doubt, however, that SOX has that much to do with the fee.

I don’t understand why people are annoyed by Apple charging $5 to enable 802.11n. The alternative would be for them to put out a new set of notebook computers with 802.11n in them and all these grief’ers would have to go out and buy a whole new notebook just to take advantage of 802.11n.

Seems like a great deal to me.
