The new i5/i7 CPU features 32nm Silicon,which should be more energy effecient thus generate less heat when not in turbo boost mode. And some i3 models does not support TB mode, so if these CPUs are used in new 13 inch, there shouldn’t be any problem.

The 13 would be lucky to get the i5 as an option. The 13inch is a very small machine (not to mention affordable) , I can’t imagine it would handle much more heat without an internal redesign.
