Color Schemer has an online version: Color Schemer Online v2. Understandably, it is very scaled back--apparently only a fraction of what Todd has detailed above, but works like a charm (hey, I'm partially color-blind--I have to keep it real simple, but it's nice to be able to be sure...)

I’ve used it here and there over the last couple of years, but I can’t really justify the purchase… any free apps out there that perform the same function?

Color Schemer is one of those apps I can’t live without. I’ve been using it for a few years now and it’s one of those I open at least once a day. Even if you’re not heavy into graphics, Color Schemer has tools every web developer needs. I use the dropper all the time to sample colors from existing layouts and images.
