Why not use laws to drive research or production? Without the Clean Air Act, we'd be breathing air like that in China; without the Clean Water Act, the Cuyahoga River through Cleveland, Ohio would still be burning and children would be listening to the radio for bacteria counts to see if the beaches were open or not. Of course laws need to be used to drive research and implement non-monitizable goals of value to society.

Great ideas have to start somewhere. Scientists have to be given the time and patience from customer bases to develop and improve their product.
Slow and steadily their ideas will become viable in a consumer market.
The world needs innovators who truly believe that ideas like will work and succeed. Praise has to be given to the innovators who are dedicating the time to make this world more sustainable.
Biofuel is just one major innovation that will take off. Ideas like these are the future and will one day be mainstream.
