You're gravely mistaken. It was never the point of Chrome OS to get rid of local apps (their Angry Birds app has always been downloadable as a local app- try it and see.) The point of Chrome OS was to converge web apps with desktop apps, i.e. make web apps look like local apps. When you can't tell the difference between web app and Android apps, their mission is accomplished. All apps, whether web or not, will run in one converged space. This is what Microsoft wanted to do a long time ago with Internet Explorer, before the Department Of Justice accused them of being a monopoly.

The entire point of Chrome is not to run local apps and if you take that away from it there is no reason for Chrome OS to exist. Besides, if you want Chrome to run Android apps , you just install Chrome on an Android device.
What Google needs is for Android to scale up , they need that to compete long term with M$ and whoever else might become relevant. They also need a proper UI for Glass and that complicates things a lot more.
Sadly anyone thinking the Chromebook Pixel is a good idea has no clue on what planet he is on so Sundar Pichai might just be really bad news for Android.
