The Bluetooth Low Energy API is not in the general Android Kernel. WahooFitness API has to sit on top of those, and they will be out very soon with support for Samsung phones as they are getting support directly from Samsung on this. Then we can have RFLKT support (as well as general ANT+ and Bluetooth LE) in certain Samsung phones.

Meanwhile, RFLKT is now for sale. So far there are two apps that interface with it: Wahoo's own and iMobileIntervals (which supports display and control of music and intervals in the remote display). http://imobileintervals.com/app

I'm a huge fan of cycling, you personally know this. In terms of cost, it's not too steep (though $30-$40 less would be ideal). The device is touted as an iPhone cycling tool. Why can't it just be a BlueTooth cycling tool that works with Windows Phone and Android also? Here's my confusion with the marketplace on mobile solutions: All of the phone manufacturers offer lots of solutions to open a gigantic door for third-party app and hardware designers. Why would Wahoo (or anyone for that matter) limit themselves to selling their devices strictly for iPhone? I used to use an iPhone, I've now switched back to Android. Why can't my fitness stuff be less exclusive? I see this a lot in the marketplace and wonder what made them choose between "A lot of people own iPhones" and "A lot of people own Smartphones".
