I predict that the stumbling block to this becoming a reality may not be due to the carriers, but the ancient 9-1-1 networks and legacy analog equipment in much of the US. Fully IP-connected “Next Generation 9-1-1″ centers capable of handling text and other inputs from “callers”, with the requisite network infrastructure are a very rare sight today, and I suspect will be months or years behind the mid-2014 target for this text to 9-1-1 capability.

This project will widely improve accessibility of the 911 service to those who cannot hear on the phone or cannot respond using vocal means. The FCC should continue working to ensure that, eventually, a text sent to the 911 number will be just as effective as placing a call.
