The program was set up to provide loan guarentees for many projects. There was a 100% chance that one or more of the guarentees would fail and funds were set aside for that eventuality. The entire right wing political/media machine was waiting when it happened and was successful in turning it into a “scandle”. And this website helped in that regard..
