The creation of HOT lanes does NOT mean carpooling commuters can no longer use the lane. In fact, carpools, vanpools, transit and motorcycles will be able to use the Metro ExpressLanes without a toll. The added benefit is that single occupancy vehicles can now pay to ride in the Metro ExpressLanes. The program also encourages carpools with the new Carpool Loyalty Program. It ends going north and it ends going south, and at those places, it becomes a parking lot just like every other roadway. Overall, I think the idea is to make this part of a bigger overall plan that aims to understand traffic as a whole, including mass transit patterns. What would be great is if somehow all the agencies/companies working on these problems were able to share data or otherwise collaborate. Which does get to C.R.&#039;s point about profits.]]></description>

It doesn&#039;t clear traffic, it just makes it faster for those who can/want to pay $10 one-way, and even worse for everyone who can&#039;t/won&#039;t pay.  At least carpool lanes are fair for everyone and help out by actually reducing the number of cars on the road (numerous times I&#039;ve carpooled to LA because of the carpool lane advantage even though it would have been easier to go solo).  All ExpressLanes will do is make traffic worse and Xerox a ton of money.]]></description>
