		<description><![CDATA[I read an interesting research document a couple of years ago on Network as a Service just as you are describing it.  One of the biggest challenges with NaaS is the access layers.  Which is the main hurtle for this concept.  I believe in theory the allocation of the programmable bandwidth and performance between data centers and providers can be worked out.  Arista and Equinix were talking about this at Structure. 

However, the relationship between your service provider and the local exchange providing the last mile just doesn&#039;t sync well with this model.  AT&amp;T is going to want their 20K a month for the 10Gbps physical connection from Verizon even when you are only utilizing 200Mbps. You provisioned the port you are going to pay for the bandwidth used or not.]]></description>
