HR shouldn't be policing or mandating content for internal social applications. It's bad enough the time it takes for LOB managers to enter their menial data inputs into talent management systems, let alone the hundreds of hours it takes to enter data into empty social collaboration software. That should be organic, not mandated.

Its great to see a company as large as IBM understand what I heard from @ThatDrew of NextWeb at a BusinessWire Panel last week, IT STARTS WITH CULTURE. Social Media just reflects the company culture you are practicing.

With that said, HR has the great challenge of regulating and embracing social media as a tool to display company culture.

This article describes the big picture well, but here are some hands on social media tips for HR practitioners:

The networking savvy people will need no encouragement. For the rest of them, HR can make it clear that active participants will be recognized for their contributions towards social performance reviews. These can be determined through content and member metrics which are features of most enterprise social platforms. Completing profiles can count towards these reviews.

Another thing that will drive people towards collaboration will be how much happier and more productive people are who feel fulfilled sharing and doing things they know well with new people that share their sames interests.
