Project developers could qualify for it as long as they met certain requirements by the end of last year. Then they have to meet additional requirements this year to keep their claims valid. They actually have until Jan. 1, 2017 to complete the projects. Solar industry groups are lobbying to extend the program. The impact of the program’s demise is hard to gauge right now; we may see it more in 2013. But it’s too early to tell what the market will be like in 2013.
